-Preheat the oven to 350 degrees.
-In a casserole dish, add the beef, onions, carrots, garlic, bay leaf, herbs and salt and pepper. Set aside.
-In a small bowl, combine the tomato soup and the wine. Mix well.
-Pour the wine mixture over the beef mixture and stir to combine.
-Cover the dish with a lid or foil. Bake for 3.5 hours.
-Serve over egg noodles or rice.
